This systems mode of international analysis has however been challenged by other schools of international relations thought, most notably the constructivist school, which argues that an over-large focus on systems and structures can obscure the role of individual agency in social interactions. Systems-based models of international relations also underlie the vision of the international sphere held by the liberal institutionalist school of thought, which places more emphasis on systems generated by rules and interaction governance, particularly economic governance. Where hard systems might be identified as more scientific, the distinction between them is often elusive. Numerous psychologists, including Carl Jung and Sigmund Freud developed systems that logically organize psychological domains, such as personalities, motivations, or intellect and desire. A 1974 inquiry in the Senate heard allegations about the role that General Motors and other companies, including Pacific City Lines, played in the dismantlement of streetcar systems across the United States and in particular in Los Angeles, in what became known as the Great American Streetcar Scandal. Incorporated in 1859 as the North Chicago Street Railway, a horse-car system, it was badly damaged by the Great Chicago Fire of 1871. Little improvement was done until 1885, when a Philadelphia syndicate controlled by Charles Tyson Yerkes reorganized it as the North Chicago Street Railroad.
