Some products on the market are a hybrid of both AVL and EATS technology. Eaton Corp. have been selected to manufacture diesel-electric hybrid trucks for a US pilot program serving the utility industry in 2004. In mid-2005 Isuzu introduced the Elf Diesel Hybrid Truck on the Japanese Market. Alberta also allows red lights on certain classes of utility vehicles, such as natural gas utilities which may need to disconnect a gas line in an emergency. In the latter case, steadily burning lights are often used alongside rotating or flashing lights rather than on their own, though historically some emergency vehicles only displayed steadily burning lights. A proposed rule was published for comment by the National Highway Traffic Safety Administration (NHTSA) in January, 2013. It would require hybrids and electric vehicles traveling at less than 18.6 mph (30 km/h) to emit warning sounds that pedestrians must be able to hear over background noises. Forward collision alert, lane departure warning, side blind zone alert (using radar sensors on both sides of the vehicle, the system "looks" for other vehicles in the blind zone areas of the Impala and indicates their presence with LED-lit symbols in the outside mirrors. The system is usually filled with a glycol-ether based brake fluid (other fluids may also be used).
However, these lights may only be fitted and operational while stationary at an emergency scene, not while mobile in traffic. In this application, the operating service may choose to use lights with clear lenses so as to minimize the possibility of the lights being noticed when not on. It is estimated that the United States could be saving 800 lives per year if all convicted drunk drivers were prevented from being involved in a fatal crash. Most states impose the installation of ignition interlock devices (IID), with varying thresholds for installation requirements. Most US states now permit judges to order the installation of an IID as a condition of probation; for repeat offenders, and for first offenders in some states, installation may be mandated by law. Some IIDs are equipped with cameras, which may be required by the jurisdiction or voluntarily used. In most US implementations, IIDs are set to a "zero tolerance" level (set to either levels consistent with culinary alcohol or measurement errors). In operation, the driver blows into IIDs to enable the car's starter. If the driver fails to re-certify within the time period, the car will alarm in a manner similar to setting off the car's immobilizer, but mechanically independent of it.
After a variable time period of approximately 20-40 minutes, the driver is required to re-certify (blow again) within a time period consistent with safely pulling off the roadway. This record, or log, is printed out or downloaded each time the device's sensors are calibrated, commonly at 30-, 60-, or 90-day intervals. Devices are shipped directly to the qualifying service center and are never handled by the customer. Devices are required to be installed at a certified service center. Many countries are requiring the ignition interlock as a condition for drivers convicted of driving under the influence of alcohol, especially repeat offenders. Offenders with a lifetime driving ban can apply for an alcohol interlock after a minimum of 10 years. From December 2011 the Netherlands started to use an interlock device for offenders who were caught with a blood alcohol level over a certain limit. First-time DUI convictions result in one year of a mandatory ignition interlock device. Criminal Code driving convictions. Criminal process thresholds for installation requirements vary between minimum BAC levels (e.g., 0.20%, or 0.15%) or repeat offense, with about half of the states requiring installation on first offense. When required under a high BAC level or multiple offense threshold, ignition interlock requirements address a strong tendency of repeat offense by drivers with alcoholic use disorder (AUD or alcoholism).
Under such circumstances, ignition interlock conditions are not put in place on the person's license. In stock production cars, manifolds are often made of cast iron. The vehicle's stock lighting may also be modified to add flashing and strobe effects. Authorities may require periodic review of the log. For a pilot project trialling interlocks from 2012-2013 driving licence administration authorities and a coordinating institution “ABS Institution” were created. The Danish Road Safety Traffic Authority trialed the lock in 2015 in a voluntary program, which could replace a licence suspension of maximum two years. In 1968, the precursor agency to the US National Highway Traffic Safety Administration's first Federal Motor Vehicle Safety Standards took effect. James C. Owens, the deputy administrator for the National Highway Traffic Safety Administration (NHTSA), submitted a letter on July 20, 2020, to the Massachusetts Joint Committee on Consumer Protection and Professional Licensure to address the impact of Question 1 (2020) on motor vehicle cybersecurity. As of 2020, there were about 1,000 drivers participating in the Ignition Interlock Device program. Level 1 charging is typically used when there is only a 120 V outlet available, such as while charging at home, but can easily provide charging for most of a driver's needs.
