This is a backup in case a transponder fails to read. If one fails to correctly list license plates on their account, the FasTrak customer will receive toll violation notices as if they were another driver. In the case of drivers whose vehicles are company owned or leased, as long as the vehicle license plates are properly listed, the violations will be sent to the registered owner and not the employee driver. There are also designs in which no apparatus is needed to keep straps out of the drivers sight. The reason there have been a number of injured young children and infants in survivable accidents is due to incorrect use of the Child Safety Seat (CSS). Tunnel Control vehicles of the New Zealand Transport Agency also use red and blue lights in combination with an amber light. There have been different models of helmets designed to hold the drivers head in place. Many newer vehicles designed for off-road duties from the factory, are equipped with Hill Descent Control systems to minimise the risk of such runaway events occurring with novice drivers and provide a more consistent and safe descent than either no ABS, or on-road orientated ABS. This function is used when parking in narrow unlit streets to provide parked-vehicle conspicuity to approaching drivers. Then, the barrier goes up, only going down again after the driver pays the actual parking fee. Each center establishes its own fee and discount structures. For example, in NASCAR, it protects the driver in case of a car crash or an immediate change of velocity where the driver has limited control of his momentum. California's toll facilities are decentralized and operated by various local public agencies and special-purpose districts instead of having them all directly under the California Department of Transportation (Caltrans) or another state government agency. The state continues to delegate the responsibility of selling and maintaining FasTrak accounts to the different toll agencies. The standard FasTrak transponder tag can be used by most vehicles. This can be used to request other vehicles to pull over, indicate a special instruction, or just to display the name of the operating service (e.g. "Police"). Saskatchewan allows red lights with sirens or red and blue lights with sirens for the Personally Owned Vehicles of firefighters and emergency medical first responders. Blue lights may only be used on vehicles operated by Peace Officers, as defined under California Penal Code 830.1 to 830.38. (California Vehicle Code 25258(b)) -Commonly referred to as "California Standard". These may be permanently mounted and wired into the vehicle's electrical system, or they may be temporarily mounted and plug into the vehicle's cigarette lighter.
